If you are trying to promote a domain controller where AD CA role is already installed then it is not possible. You might be selected AD CA role along with AD DS when installing role. Anyway the order is wrong where you have to install AD DS, configure and then installed AD CA role. So the only option here is to uninstall your AD CA and proceed with AD DS domain promotion.
